The Ministry of Transport determines the rights and responsibilities of all parties involved in container weighing

Before the new policy on container weighing was officially implemented on July 1st, the Ministry of Transport released the "Notice of the Ministry of Transport on the Implementation of the 2015 Amendment to Article VI/2 of the International Convention for the Safety of Life at Sea, 1974" (the "Notice") on its official website on June 6th.

The Notice emphasizes that "the consignor of a cargo container shall verify its gross weight." In addition, the "Notice" also provides the format for the shipper's declaration regarding the weighing of the container. For those using the overall weighing method, the declaration content is: "This shipper's declaration: The weight information of the cargo containers contained in this document was obtained in accordance with the method described in Article VI/2.4.1 of the International Convention for the Safety of Life at Sea 1974. The key weighing instruments have obtained the metrological verification certificates issued by the metrological technical institutions, and the date of obtaining the weight is within the validity period of the certificates. Where the cumulative calculation method is used, the declaration reads: "This shipper declares that the weight information of the cargo containers contained in this document is obtained in accordance with the method described in Article VI/2.4.2 of the International Convention for the Safety of Life at Sea 1974, which complies with the requirements of the 'Guidelines for the Verification of the Weight of Cargo Containers by Cumulative Calculation Method' formulated and published by the competent authority."

The Notice once again emphasizes that vessels carrying cargo containers, carriers and their agents, as well as terminal operators, shall obtain the weight verification information of the cargo containers provided by the consignor before loading them onto ships. For cargo containers that have not obtained weight verification information, the carrier vessel and the carrier and its agents shall not accept such cargo containers for loading onto ships, and the terminal operator shall not arrange for such cargo containers to be loaded onto ships. For the accuracy of the weight verification information of containers, maritime administrative institutions at all levels shall conduct spot checks on the weight verification of the cargo containers carried by ships. For cargo containers that have not obtained weight verification information, maritime administrative institutions shall require the carrying ships to make corrections. Only after the corrections are qualified can they set sail.
